Corpus Christi moves to annex in San Patricio Co.

Corpus Christi City Council recently announced plans to annex two different pieces of property, one in an industrial area of San Patricio County.

In late February, the council began the annexation process for more than 160 acres of land south of Oso Creek along FM 43 and CR 33. Braselton Homes petitioned for the annexation of the property, where it plans to build 660 single-family homes.

At its March 19 meeting, City Council members were presented with memos asking them to annex 1,500 acres of land known as the La Quinta Corridor that stretches around the city of Portland to Gregory, ending at the property line of the proposed ExxonMobil plastics plant. Also included is the Voestalphine iron processing plant. That land is being leased by the company from the Port of Corpus Christi.

The obvious reason for the San Patricio annexation is economic development.

“The proposed annexation in the City’s Extraterritorial Jurisdiction will provide for compatible future land use and revenue-generating uses along the north side of Corpus Christi,” stated one of the memos presented to the council March 19.

Texas law allows for cities with more populations of more than 100,000 to extend their ETJ by 5 miles past the city limits. Running right up to the ExxonMobil property line, the city is negotiating an Industrial District Agreement with the company for ExxonMobil to pay service fees in lieu of property taxes.

Both annexations add property to the tax rolls, which generates more income, but it also sets in motion infrastructure improvements that cost city dollars. Once annexed, the city has to provide services such as water, wastewater, trash pickup, and police protection.

The process for annexing any land in the city’s extraterritorial jurisdiction begins in City Chambers with a vote. Over the next three months, written notices are sent to the public and private service providers; then, hearings follow. For the 160 acres in the London area, notices were sent in mid-March with hearings to be set in April. Final action is expected on the May 21 agenda.
